How does a 4-4 Split Work in Zubik, et al, where there are 7 different petitions?

Does anyone know what happens if the Court divides 4-4 in Zubik, et al. There are 7 different petitions: 6 went for the government, 1 went for the challengers. I have no idea how an affirmed by an equally-divided margin works here. Which Circuit gets affirmed?
