Virginia Clerk Petitions SCOTUS for Stay, Cites 4th Circuit’s Denial For Not Mentioning SCOTUS Precedent or “Any Substantive Analysis”

The Virginia clerk has formally petitioned Chief Justice Roberts to stay the 4th Circuit’s decision. In their petition, the Clerk faults the 4th Circuit for not engaging in the Court’s two decisions staying appeals from Utah, or “engaging in any substantive analysis.” Here is the key portion of the analysis:
