Virginia Clerk Petitions SCOTUS for Stay, Cites 4th Circuit’s Denial For Not Mentioning SCOTUS Precedent or “Any Substantive Analysis”

The Virginia clerk has¬†formally petitioned Chief Justice Roberts to stay the 4th Circuit’s decision.
