Why do people frequently start a sentence with “I was going to say…”

This seems to be a crutch that people use when they are uncertain of what they want to say, uncertain of their place in saying it, or uncertain about their role in the conversation. Pay attention. You will hear it a lot. Especially with students who raise there hands, but are not called on right away. So if a person puts his or her hand up, and someone else gets called on first, the hand-raiser will say “I was going to say” or “I was just going to say.”
