Banning a 24-hour drum circle on Mayor Bloomberg’s block is a no-First Amendment zone?

“It’s an example of an abuse of power by the N.Y.P.D. because that’s a public street, and the fact that Michael Bloomberg lives on that street doesn’t change the principles and values of the First Amendment right to protest.”

Those things are loud, annoying, and obnoxious! Do they warrant First Amendment protection? Is the annoyance the protected expression, like in Boston?
