How can the Chief Justice of Pennsylvania File Suit in the Court of Common Pleas of Philadelphia?

I understand that the Chief Justice of Pennsylvania, as representative of Pennsylvania’s judicial system, is the appropriate person to file suit. But what happens if that case is appealed all the way to the Pennsylvania Supreme Court? Would not the Chief have to recuse? Would not the entirety of the Supreme Court have to recuse, as this suit seems to implicate the entire judicial system.
