The RIght to Speedy Trial In Times of Emergency

It seems that New York is shutting down its courts this weekend. I’d imagine the Federal Courts will shut down as well. What happens if someone is arrested today, and cannot be arraigned for a few days until the courts open up? What happened in New Orleans after Katrina? I’m sure lots of people were arrested, and not brought before a magistrate in a timely fashion, let alone brought to trial. Appointment of counsel was probably impossible. I wonder if any suits were contemplated to dismiss indictments (or information, not sure how Louisiana works).
