Black Swan laws passed in response to crimes, on the other hand, substantially interfere with personal freedoms with no direct benefit to the people burdened by them. It is a pure deprivation of liberty in the name of ameliorating social cost. Laws passed after crimes either deprive innocent (or presumptively innocent) people of their liberty in the name of increased security or unduly increase penalties for those convicted of a crime.
